When Rep. Barney Frank (D-MA) first discussed his online gaming bill with Card Player in this legislative session, he said that the goal was to pass the legislation as a stand-alone bill with the back-up plan to pass it as an attachment to another bill. It seems like the back-up plan might be the new focus.
